How to Vote Early in Arizona

Mail in ballots have been sent out to anyone on the Permanent Early Voting List.

Registered voters have two ways to get a ballot-by-mail:

  1. PEVL - Permanent Early Voting List
  2. Ballot by Mail

1. PEVL

Sign up for the PEVL Online. Online registration requires an Arizona Driver’s License or Non-Operating ID number.

Voters in Maricopa County can request to join the PEVL online at the Maricopa County PEVL Sign-up website

2. Ballot by Mail

Print, complete, and sign the PEVL request form (PDF). Mail, fax, or email a scanned copy or photo of the completed form to your County Recorder’s Office.

If you do not have a printer, write out the required information from the request form, sign the document that you wrote, then mail, fax, or email a scanned copy or photo of your handwritten request to your County Recorder’s Office.

If mailing your ballot, factor in possible Postal Service delays and mail early. We suggest mail your ballot as soon as you receive it and no later than October 15, 2020. Purchase stamps while you wait for your ballot to arrive just in case it does not come self-addressed and stamped.

You can request an early ballot through Arizona’s Voter Information Portal or by contacting your County Recorder’s office. To have your name placed on the Permanent Early Voter List (PEVL), complete a new voter registration form and check the box marked “YES, I want to automatically receive an early ballot for each election for which I am eligible.”

What is the Electoral College?

An election for president of the United States happens every four years on the first Tuesday after the first Monday in November. The next presidential election will be November 3, 2020.

During the general election, Americans go to their polling place to cast their vote for president. But the tally of those votes—the popular vote—does not determine the winner. Instead, presidential elections use the Electoral College. To win the election, a candidate must receive a majority of electoral votes. In the event no candidate receives a majority, the House of Representatives chooses the president and the Senate chooses the vice president.
