Chloe Cho is a Research Assistant with the Federal Fiscal Policy division of the Center on Budget and Policy Priorities. Before joining the Center, Choworked with various small businesses in the DC metropolitan area. She was also a student assistant for her alma mater’s development office and economics department. Cho holds a B.S. in Economics and Political Science from Trinity College, Connecticut.

As our recent paper shows, tight annual appropriations caps and sequestration budget cuts on top of them for the last seven years have caused a considerable decline in non-defense discretionary (NDD) programs, which range from education and scientific research to public health, housing assistance, and basic government operations.
