Through the recently enacted federal economic stimulus package – the American Recovery and Reinvestment Act – the federal government has made available over $11 billion to California for our Medicaid program, Medi-Cal. However, receipt of these additional dollars is contingent on maintaining July 2008 Medicaid eligibility levels and enrollment/renewal procedures.

SB 1, authored by Senate President Steinberg and Senate Health Committee chair Alquist (with principal co-authors, Assemblymen Jones and Chesbro), would ensure all California children have health coverage. The bill will be heard in the Senate Health Committee on Wednesday, January 28th.

Last week, Darrell Steinberg (D-Sacramento) was officially sworn in as President pro Tempore of the State Senate. A long-time champion of children’s health coverage, Senator Steinberg pledged that the Legislature will take action to expand health insurance coverage for all California children within the first 120 days of the new term.

After months of stalemate, a state budget is finally in place. Penny-wise and pound-foolish, the significant cuts to children’s health care in the 2008-09 budget will reverse a decade of progress in covering our state’s children and cause much costlier problems down the road.

On Tuesday morning, the California Legislature approved a budget for fiscal year 2008-09 that reverses years of progress in covering children by including provisions that will result in nearly 300,000 children being dropped from health coverage – increasing the number of uninsured children in California by almost 40 percent.
